A key strategy is sufficient to achieve this goal.
In the recent Shugiin (Japanese House of Representatives, House of Representatives, or Japanese Legislature), Deputy Minister of Foreign Affairs Noriwa Suzuki emphasized that Japan’s total exports in 2019 were 921.1 billion yen ($8.5 billion), some of which were 327.1 billion yen. (US$3 billion) from processed foods.
“[Therefore], I think it is very important to be a processed food manufacturer [especially because] the current data shows that the export target of 5tn yen can be considered quite high, only by reaching an average annual growth rate of about 17%. Achieve 20%,” Suzuki said.
“As a former employee of the Ministry of Agriculture, Forestry and Fisheries (MAFF), [I see] producers have little contact with manufacturers. However, in order to achieve this export goal, [we need to learn from] how we move towards Going in the same direction, and what the country can do [promote] this point of view.”
MAFF Deputy Minister Yasuhiro Hanashi agreed that processed foods are as important as agricultural products to achieve the 2030 export target, and emphasized that a special committee has been established to promote the production of value-added food in South Korea.
“MAFF [agrees] processed food manufacturers [in the plan] are very important, unless more Japanese agricultural products processing and [added value] practices are added, it will be difficult to expand sales channels, create employment, or develop the local economy— —In this sense, I think it’s very important to cooperate with food manufacturers,” he said.
“MAFF has also established a Public-Private Committee for the Promotion of the Global Food Value Chain to [more closely monitor the promotion of the food value chain]-one of the main projects we believe is important here is the cold chain, such as freezing and cold storage technology and related infrastructure [will Help export].”
MAFF Minister Kotaro Nogami added that the ministry will also invest in the development of special HACCP-supported export production facilities in April this year to ensure that agriculture and processed food meet the regulations and needs of destination countries
“In addition to HACCP [risk management] and cold chain development, another key area will be marketing-we believe it is necessary [with] Japan External Trade Organization (JETRO) and Japan Food Overseas Promotion Center (JFOODO),” Nogami said.
“We will work hard to set goals for each type of food, and work hard to expand the demand in the overseas markets we are targeting.”
In addition to promoting food exports to achieve Japan’s 2030 goals, the meeting also called for the development of processed foods to ensure local food security.
Nogami emphasized that in addition to the food export target, the government also hopes to increase the local food self-sufficiency rate to 45% (calories) and 75% (output value) by 2030, and it is expected that processed food will play an important role here.
“We are increasing the production of agricultural products such as wheat and soybeans to replace imports and achieve self-sufficiency goals, [but these are expected to help] the production of domestic processed foods, such as raw materials for ready-to-eat meals,” he said.
“Another example here is processed vegetables (e.g. canned/canned) or vegetables for commercial use-these account for about 30% of imported food, and we are looking to convert these into domestic purchases. This again depends on facilities and technology Therefore, we are also improving storage and processing facilities in the industry to ensure stable supply when we make this transition.”
